A forehead protector was one of the necessary parts of being a shinobi. As counter productive as it might seem to wear an emblem of your village right in the center of your forehead, it was tradition to do so. The new brand of titanium forehead protectors being rolled out were thus necessary to collect before any more shinobi work could be done in the village. Honestly, Chigetsu was rather late in this acquisition, but late was better than never.
