Mission Goal: A woman has been fined for food poisoning at their stall and then arguing with authorities, and then refused to pay the fine. She is dodging anyone suspicious and finding them is impossible. Come up with a plan to lure the woman to you and capture her.

Satori examined the paper in his hand with a bemused expression. The situation itself was an odd one. Certainly, fines were a problem but Ryo could always be obtained. The loss of face from fleeing from the fines was far more harsh for a business owner. She didn't seem to understand that if she had just paid, she could have apologized, saved face, and kept some customers to catch up on any debt that paying the fine may have incurred. Now the government itself was getting involved, and he was about to make more than the fine she had just for going to fetch her.
"What an idiot," he mused idly, walking through the streets as he flipped the page, going over the file as he carefully walked around the individuals throughout the crowd. There were various issues from what he could see. Minor misdemeanors in the past, struggling with funding, arguments with previous employers. In general the kind of person he'd expect to be dealing with when it came to fraud, fleeing from a crime and so forth. A short-tempered coward on the surface, though perhaps more, that was none of his business.
His job was a simple one, locate her. Bring her in. Nothing that, in his opinion, normal police shouldn't be able to manage but in the end she'd avoided them. Likely because they were following normal protocols. Satori wasn't exactly the type to follow the 'normal' procedures. Instead he lifted up a hand and casually bit into the flesh of his palm as he entered a side alley. As he went, placing a hand on the wall causing a burst of smoke to flood the alleyway and Zaishu to suddenly appear beside him.
A long yawn passed through the cats lips before his eyes opened, examining the surroundings before hopping up on to Satori's shoulder.
"What is it, Tori?" He mused, glancing down at the man as Satori lifted the page up for the feline to take. The hand-like paws accepted it, hind claws digging into his shoulder to anchor himself in place. The feline's eyes narrowed slightly as it went over the information before it, before a snort passed through its muzzle.
"I see. So you just need to locate this woman, is it?" With this the cat handed the papers back as Satori rolled it up, nodding once in agreement before Zaishu grunted and straightened. Holding perfectly still while perched on his shoulder.
"It would be easier if you had her scent, but..." The feline went silent, and began its chakra search. Reaching out with its chakra to locate the woman as Satori continued to walk through the area carefully. He'd already done his research, the woman's home had been investigated and staked out already and she hadn't shown. So Satori had done some digging elsewhere. Family wouldn't help someone like her, so instead he'd researched distant friends, allies, and previous living spaces.
Now, he was walking through the ghetto-side of Kirigakure, specifically around the building she had originally called home years ago before opening her business. Zaishu suddenly twitched.
"Tori," he murmured, causing Satori to halt and shift his gaze toward the cat whom opened it's eyes and looked down at him. "On the tenth floor, I feel a chakra signature that's female. The building is mostly empty aside her and a few others, and they're on different floors." The words caused Satori's lip to curl upward slightly, and he nodded before turning and moving toward the door casually.
"She feels weak. Do you still need me?" The cat yawned, but maintained the technique for now to keep track of her.
"Just a bit longer in case there's something we don't expect and she escapes," he replied easily, and the cat simply nodded. Waiting as Satori rounded the floors, until he halted at the door Zaishu nodded toward. His hand lifting and knocking on it twice with a bemused expression as he heard a--very badly acted--male voice call out.
"Whach'a want?" In reply, Satori leaned against the wall with a bemused expression.
"Rent," he replied bluntly, causing a grumble and sound of movement behind the door as the voice became female, middle aged by the sound. Satori glanced at Zaishu, whom nodded and disappeared in a flciker of smoke.
"Why are you comin' for it so early, I still have two weeks--" the voice stated as the door began to open, in time for Satori's hand to burst past the door and grip the woman casually by the face. The shriek of surprise echoed through the building as she saw the monolith of a stranger holding her in place. Her small hands reaching up, grasping at the man's arm in a panic while Satori's eyes met her own.
A burst of chakra, and her body froze up, the image of a snake wrapping around her and striking paralyzing fear into her heart as the killing intent from the powerful ninja shook her to her core. Satori wordlessly drug her down through the floors as she quivered in his grip. Turning the woman in to the police was a simple matter.
