Description: After coming into physical contact with the opponent, the user raises their arm into the air, generating a powerful bolt of electricity which travels through their body transferring the electricity to the body of the opponent. This can also be used without physical contact, in which case the user's body is electrified, electrocuting anything that comes in contact with them.

Fine and all but lackluster. Range probably needs to be changed to "Varies" to get another small adjustment for something I'm touching down on as far as the self-electrifying application of this. For the self-electrifying method I'd honestly pitch that it can spread up to... maybe 3-5 meters with the assistance of water or another thing that can conduct electricity. Getting hit by this could probably reduce someone's Coordination by a tier for two posts or something too.

Mostly okay. As far as improvements on it goes I'd pitch giving the 'burst' a range to it. Maybe about half a meter to a meter of an electrical surge that shocks everything within that small area. That way it'd be effective even if someone kinda slides out of the way. C+ for Power and maybe a debuff of two minuses to a person hit by it, one if they graze it. Somethin' like...
"This electrical burst spreads out from the point of contact at C-Rank Speed, shocking anything within a meter radius with the technique's Power. Targets struck by this directly suffer a two minus debuff to Coordination for three posts, whereas targets that just barely got hit only suffer one minus."

Weaknesses: Requires the user to be unencumbered with both hands, given that's where the chakra is focused and then released. They also have to remain stationary.
Slide it an upkeep of like 3 and allow it to be sustained. C+ Speed would probably be good, too, alongside a Speed reduction of two minuses and a Coordination reduction of one to those within the field due to how difficult it'd logically be to move through that.

When used with a Water Release technique, the arrow disperses into an electric field regardless of having impacted something first. This field of electricity spans ten meters in diameter.

More or less a minor adjustment here. I think this would do with just having the field of electricity remain after-the-fact. Maybe for like two to three posts - "After the initial dispersion of electricity, the resulting field remains present for the following two posts, shocking anyone that steps foot for the same Power value as the technique."

Discharge should have a small range of maybe five meters instead of being contact-based. I believe the technique should receive tradeoffs statistically based on the used variation, as well. Discharge could have C+ Power while the Snake could have C+ Speed, and the option to manipulate the Snake's movement at Coordination Tier -1 in effectiveness/speed (still would use technique Speed).

Description: The user slams their hand onto the ground and cause lightning to arc out and spread from their hand to underneath the opponent, shocking them. This can be used when someone is giving chakra with the Chakra Transfer technique, in which case the technique's Power is boosted by 1 tier. In the case of not actually shocking the opponent by directing the lightning chakra under them, it tears apart the ground beneath them, possibly ruining their footing while they're attempting to avoid the technique.
Weaknesses: Requires contact with the ground.

Description: After kneading chakra in the body and converting it to lightning, the user places their hand on the ground, releasing a surge of electricity around them in the form of a web, which electrocutes anyone caught in its vicinity. Despite not functioning like an actual spider web, it relentlessly electrocutes whatever is in its range, apart from the user. As long as they remain on the web, they can continue funneling lightning chakra into it to maintain the field, but cannot use any other techniques in the meantime.
Weaknesses: If someone is in its vicinity but not directly standing on it, the technique does not work.
Make it possible to use other techniques while on this, with the stipulation of having to keep one hand upon it. Maybe increase the range to 20 meters. Give it the option to stifle Earth Release techniques of equal rank/cancel D-Rank ones possibly. 'Stifling' one could possibly be a Power reduction of one Tier. Regardless, any of these interactions would require said techniques to originate from the ground, and would only affect the ground on which the web is established.
