How does this reduce the cost of Lightning technique by 1 rank? You generally need an enchantment to cause such an effect. But to me this looks like a regularly registered item.

It's the effect of the custom material Vibranium that was made by Damian here

Since it's not an enchantment it only works for jutsu that would pass thought the item like say Chidori and not other lightning jutsu that's fired from say the mouth.

Also, please keep in mind that, "You can have no more than 2 resistances or 2 stat boosting or chakra reduction items/enchantments." And this would count as one of them.

And just a note to attach to the Arch Angel's Set so that I don't need to resubmit it.  The crafter can elect to substitute the Arch Angel's gauntlet's MK2 in the set for the standard version by omitting the Vibranium.

Why? Because of the restrictions on how many items you can have equipped/attuned at a time.  I'll be saving crafting the MK2 one for later.

Approved. Keep in mind that creating armor in sets restricts them to a single enchantment. So although the set consists of several parts, the set can only have a single enchantment entirely.
