Unique Abilities:

Degenerate Otsutsuki: Ness, by mere virtue of his Otsutsuki heritage, has a significant advantage when it comes to the natural progression of his Aburame Techniques. Even though he would be considered degenerate by Otsutsuki standards, this is closer to the source of the Sacred First Bug than the many times descended Aburame. As a result of this Ness begins with one thousand, four hundred additional experience, which must be paid back immediately before any other experience can be gained.

One Handed Seals: While she can use one hand for her hand signs Ness Otsutsuki does so at one tier less of coordination

Seal Less Body Flicker Jutsu: For one rank higher in chakra cost Ness can utilize the body flicker technique that would normally require seals without them.

Physical Bad Touch Chakra Drain: Either by touching someone for the full post or by touching them three times physically or via jutsu that is considered touch with 5 CP drained per touch, Fushi can drain up to 15 CP from a target per post. This cannot be used to increase gsr CP above its limit. She is damaged more by physical chakra jutsus at this time like a chakra fireball but not regular physical blows like a punch by one rank during the posting round this is attempted.

History:
The history of the eldest member of a certain Otsutsuki family is a long one that starts not in our realm but ends in the VERY office of the Hokage, with our poor hero Ness landing from a portal that opened five feet above the Hokage's desk. What will happen next is yet to be seen but Ness will do anything to find his long lost siblings Iko and Niko whom he misses very muchly. While he may have just arrived here the literal alien has been on his quest for a long time and has pondered immensely about the nature of this mysterious realm he now finds himself within.

There is not too much to say about his time in our realm unfortunately as it has just so recently begun to unfurl the tale that proceeds it but within his realm Ness was the Polkovnik  in a division under the greatest empire their world had ever seen, a cog in the authoritarian gear house he enjoyed his life but missed his bright haired, bright eyed family very much. Ness achieved straight As in all of his classes, including the stem classes of math, science and oppression, graduating top of his class he received the rank of shepherd of the undermensch and was given the rights and privileges afforded to a first class adult male citizen. This allowed the catboy to study in various colleges and guilds of his world learning quite a lot of information about how the world functioned on a physical level while also being fed information to reinforce his natural sense of superiority.

Now in another world he must find out how much of that information will stay relevant to his life, he came here in pursuit of his siblings but what cost will the cat boy have to pay to do so? Find out dear Reader in NESS OTUTSUKI: PERVERT POLICE FORCE Issue #1 coming this April.

Personality:
Always having serious doubts about being born superior aside from supremacy of aesthetic which could be scientifically proven to exist for the cat featured Otstsuki members. Other silly nonsense is easily disproven by measuring skulls of DNA samples, the propaganda upon which he was fed did not sit well in his belly even if he still took the mantle up to help his 'lessers'. Pride is a key aspect of Ness Otsutsuki though it is pride from what he has built up from his own skill, not some genetic lottery that was easily handed to him. Instead the cat boy takes pride in such things as his detective skills, his rank as Polkovnik, his various works proving the foundations of the universe, and his ability to achieve his goals.

While currently lonely this will soon change once and if he were to find his siblings, after that he would slowly begin to bring his social circle together as he truly believes that the best way to achieve anyone's goals is with a group of mutually respected individuals. In fact this was something he was branded a heretic for upon his home world, he believed in putting the community first and working towards a goal bigger than any one individual would be best for his species though before he could implement this or put any of it into action he found himself here. As such there was only the choice but to eventually find a way to replicate that here. Perhaps if they could accelerate the technology here he could find a way home to help progress his own society. Until then it is Ness' goal to ensure the proper raising off all those within Konohagakure even if they are troublesome, though if ones were violent re-education may be required.

A harsh but firm man Ness will not shy away from brutal combat when it is required, though frankly he is more of a lover and prefers to flamboyantly bother his peers while maintaining a professional persona in front of his underlings. That being said he is not a very good actor and usually will reveal his true feelings on his face if he is around those he trusts. Overall while misinformed his intent is good and while he may view certain people as inferior, Ness Otsutsuki the Polkovnik believes that all men and women can achieve the same strength of will that ensures the solidification of the soul for a person. This causes him to come across as awkward at times but any genuine person could tell the kindness in his heart from his overall actions. That being said he is often fond of pranks, not the violent kind, but rather those specifically designed to annoy those around him the most.
